Yes you are considered on bench only until status is billable

That means you still in the bench only. But that doesn't be counted in 45 days bench period. This rule is from 2024 March.

For example, you have released from the project 31 of March 2025. One account has given you non-billable from 5th apr to 10 apr 2025(6 days). In this case, bench period will be ending on 21st May. Before March 2024, 45 days would have ended on May 15.
