Information within the department is good as it gives a single point of contact, a sense of ownership, expertise and liability.... But creating silos within one department is something to avoid... That creates dependency, road blocks, team domination as well..

Team meeting or discussion at standup within a department is a good way to extract information from silos... That gives them a sense of liability to share information and internal training..
