I have an experience of 6.5+ year still working on JL 3 level.what will be the criteria to get next job level

For any role change, you should spend atleast 18 months in current role and have rating met expectation or above. Rest all is in your manager's hand. Send email to HR and manager asking for role change.

In case you are at JL 3B(SE) then they will first give you JL 3A(SSE) and then after 18months JL4(TA).

You fit the criteria. If you have good enough skills and contributions, your manager should nominate you for promotions.

If they’re not, look for an internal job transfer

Internal job transfer not possible for jl 3

Main thing is my lead and I have same years experience. He is JL 4 B and I am JL 3 B. Despite same skill set, I am guiding him on each topic or business scenario but the manager/ HR are looking my job level so I am facing a salary gap. This is very disappointing.
