as short term transfer i worked there but now i can not ! And i have the same project ODC in my location but my manager saying not got approval from client hows that possible if u have odc here

The warning letter will be placed in your Edocket as long as you work for the company. I will also be viewed by other managers I guess when you are applying or looking for some other opportunities.

I refused a project due to location change, no issues was there in my case. I don't know if it would be same for you too.

I joined project but now when i told them i want to work from base location which has project odc they like client permission not yet n all

It can be true. Some clients some project mandate collocation their teams. Refusal means panga. Depends on how genuine your reason for refusal is and how considerate your manager is and how critical/important the project is.
