IJP has good intentions. It’s introduced by the organisation to prevent attrition for folks who are good but due to their unit dynamics unable to get a promotion. So IJP allows them to bypass their unit dynamics. And apply to any unit which has a vacancy. But everything good has a loophole. The units and DM now know that they have possibility of loosing people so they create IJP and quietly inform people in their unit who are looking for promotion and give them preference over any other person applying from outside thus defeating the whole purpose of a level playing field for deserving candidates.
