Is it mandatory to apply/update remaining work from home hours after spending only 3:15 hours in the office?

Is anyone tracking it?

You can apply WFH. But the recommended way is applying "OD" for the day.

One more alternative way is you can apply extra hours on the days where you're actually doing wfh (but not recommended)

Yes you have to apply wfh for remaining hours otherwise your avg working hours will get reduce which should be minimum of 9:15
