how long it takes to initiate offer letter after HR discussions and document submission is done ?

If you are fresher wait for 1 year.
If you are lateral then most probably in 1 month.

when I was fresher I received OL on the very next day of interview

My friend received it after 1 year. And i received it after 3 months when I was fresher.
