Yes its get debited from CTC and its 5%

SA is 15% of Basic salary and it's part of the CTC. Also in 1 FY you can change the % twice minimum it can be 1% rest you can get in inhand which is taxable or divert to VPF (is also taxable) or employer NPS to avoid tax
