Trending @Infosys; Salary Increment Negotiation

I have joined infy as a fresher and have experience of around 2.3 yrs in a project, when I ask for increment to my manager, he sends me to senior manager, senior manager points to HR and HR points back to my manager again. Can someone please tell sureshot, who is the proper person to follow up for increment and how much minimum increment I can expect (avg or worst case scenario)? Rating - Outstanding Present Salary - 4.09 lpa
