I have been nominated for the refactoring program in which I have to do courses and certification at the earliest to be qualified as “Refactored”. But I have no idea what this refactoring program actually is? if anyone knows please let me know.

It's just another term for re-skilling. You have to learn and complete certification of different domain or technology.
