I had PIP discussion with Manger and HR, there goals were discussed, same work i am doing and one certification and it is for 60 days!

I want to know, accepting PIP and going through it and then not receiving good feedback will they force me to resign, if yes will they provide any severance pay?

I didn't accept pip. Resigned with 5 months pay.

So still they will give relieving letter right if you resigned and didn’t go for PIP?

Yes, they will provide 5 months of pay if you don’t accept the pip.
Don’t accept the pip, start looking for new opportunity
