My Shift timing is 2 - 11:15 PM, So if I do complete 3.5 hours in the office from 1 - 4:30 PM and rest WFH 4:30 - 11:45 PM so will I be eligible for NSA or not?

Monthly average should be 9:15 and log out time should be more than 11:15 pm. You'll get the NSA!

Yes, wfo and wfh won't make much difference. You need to be in the NSA list and you need to work till 11:30pm like that
