How much time will it take from become Sr.Con to Lead.Con, is there any training’s we need to go through for the promotion or only manager need to nominate ( will it be progression or promotion)?

No exact duration for promotion to JL6 but for my colleague it was taken almost 3 years from JL5B to JL6B.

People have become in 3 and some had to wait upto 10 years !! So no one rule
