Trending @Infosys; Promotion to jl4

My friends who joined with me 3.5 years back they all promoted to jl4 on last oct - nov but I am still working as SSE. I tried talking with manager she always giving excuses like role maturity (more than 2 years in sse to get promotion), my name is not on promotion list. These things which excuses she is giving but rest all or most of my batchmate who is on different projects already at jl4. Should I just raise ahd tk HR regarding this? Will this cause any trouble to me? If anyone has done this please suggest me what to do.
