Trending @Infosys; Project Switch or Resign

I am stuck in a project where initially there was quite a good learning but now project future is not very bright. Project work has become repetitive and adding no value to personal learning or growth. Not able to apply for IJP and managers won't release . How can I change project or resign is the only option? but cherry on cake is 90 days notice.
