Its nonsense i am stuck in L0 for 3 yrs now every qtr they give other reason to hold the progression and mostly reason will be billing rate

Can’t we stop working on project if manager can’t increased the billing rate to threshold? It’s better to stay in bench.Anybody tried to say no?

They won't release as such but we can escalate to tpd and HR regarding concern but no body listens in case of DSEs
