Recent promotional hikes will be dependent on the last 2 ratings as well. The one with ME rating will follow the default hike and the one with cd os combination or above will see more promotion hikes.

I heard that they are giving 12% and I too got same

Promotion hike(17.5) + yearly hike(depends upon rating) If rating is commendable or outstanding then I might reach 30% If rating is met it might reach 25%

25%-30% hike will get for yearly + promotional hike

Never heard of such but if he got it then he's lucky!! Because even after cracking IJP they give max 12% hike from JL4 to JL5

After how many years he got JL5?

17.5 is the standard anything more than that either his base was very low, or he negotiated prior or he was super duper performer highe project dependency. Else 95% junta has got only 17.5 for promotion.
