I'm currently on notice period, they are offering a 25-30% hike to retain. If I withdraw my resignation Is there any cool off period like I have to wait for 9 months to again put the resignation paper ? Heard some rumour like this, Can someone please confirm ?

i would suggest, if u have faith in yourself, you can perform well in the new organisation, better leave . Do not pull your paper back.
And have a good repo while leaving this organisation . 40% in hand is better than 40% promised, there are high chances u might not get even the 25%, even if they will give you in writing. It's a private company.
Why you will get retained if you put the paper. Your relationship with the management would be weaken. I better suggest to not get retained. Choice is yours.

maybe 6 months but better to confirm with HR. but if you are getting good hike in other organization why will you withdraw your resignation?
I told if I get 40% here then I will stay, and now they agreed for it in the upcoming 2 quarters, I don't know want to stay but I don't know how to go back on my word as well. I'm kind of stuck
I think you should take this 20 percent hike, and wait for this L2 promotion, and yes there is a cooling period, since you have 2 year you should wait for 1 more year and be promoted go L2 then switch
