Trending @Infosys; My Reporting manager is not responding

I have uploaded some external certifications but my manager is not responding to approve those certifications. What to do it's been 15 days daily I am pinging him. When I call him he just says will approve now but not approving. What to do here ?

External certifications are has to be pre-approved. He doesnt have privileges to apporve them, as it incurs amount from the project budget . Anything you have done without pre-approval will nit be reimbursed!!

I am not applying for any reimbursement these certifications I completed in my previous organisation. If he approves the certifications then it will boost my DQ
