Trending @Infosys; Manager shifting the Production date continuously. What does this mean?

I already had an interview with a panelist and he told me that if you are shortlisted then you'll have a client interview, but it's been more than 2 weeks. And the project manager is shifting the Production dates ahead in ALCON. Does this mean the project has not yet started?
