I joined as fresher on Sept2018 left after 2 year 9 months on June 2021 as a senior systems Engineer @4.33 lpa
Joined them back on Sept 2024 as consultant (JL5B) @17.5 LPA
So it's all about how much skilled you are and market demand as well .
That rule is effective after 2021 I Guess, people started mass resigning during Covid that lead to this change.

Ideally 4-5 years, depending on your performance. But you can very well apply for an IJP since you have completed 3 years in your role. If you meet all the requirements for IJP, you can progress to next JL band
