Trending @Infosys; IJP just after a project change?

Last month, my friend got mapped to a new project due to budget-cutting. But the new project is hell and the team is pathetic in their work. Also, the skills needed for his role don't fully match with the expertise that he has compared to his previous project. But as he has recently got changed to a different project without applying to any IJP, will he be able to apply for the IJP immediately?
