Anyone has any idea if promotion and outstanding ratung is not allow in same cycle??

There is no such official rule. But unofficially if a manager has two good resources and one promotion and one OS slot , he will prefer to give 1 incentive yo each one too keep both happy. One will get good hike through promotion and the other through OS rating
