What is the last date for icout rating from the appraiser and reviewer. Because for me my manager still does not review my goals.

Your manager definitely would have reviewed, else it would be escalation on him/her. Your rating already given in the icount form and reviewed by reviewer and it should be with AA. Now AA has to open for communication and it has to be decided by leadership team.
