I got a offer letter from a startup of 9 My current ctc is 4.2 But startup wants me to join on 30 day I am on project i dont think they will release me I didn’t have putted my paper yet.

Can i ask my manager that i wanted to resign and i hold an offer so he will give me some hike ? As clearly I can’t join startup.

Don't directly say you don't wanna join startup and all. Start with something like you are having financial issue and all and it's getting difficult and you are currently even applying for jobs for better opportunities and see mgr's response how it goes and talk about holding offer and all. Putting yourself in a needy position will not help as they don't care about you unless you're a critical resource or team depends on you.
