It is unfair. Unfortunately nobody cares and they are ok with whatever your manager decides. Each Time I ask my manager why I am not given OS rating, and always commendable, she opens up and essay she wrote last year starts to read it.
You didn't do hackathon, do OOTB tasks for the management, Take interviews, Do Certifications outside your area, give Technical KTs across other Projects, etc etc .

Try but don't hope for any solution. Navigate ur next in parallel.

I too felt the same in the last previous cycle. Then I set up a call with my manager, mentor and me. I got unfair feedbacks,
Ex 1: Project was unstable and unable to deliver on time when I was on leave for 2 days, those leaves were for my marriage. I was properly informed.
Ex 2: u should improve ur technical skills. Note: I'm a Specialist Programmer and I was doing code review for my entire team.
After that call nothing changed, I didn't accept the rating as well.
I am in Infosys for 4.5 years, till now 0% hike.
I have a valid H1B, and no progress.
Now I am happily serving the notice. After that I got a call from my unit, saying that ur name is on the promotion list, why r u leaving. Without hesitation I said, I'm moving out.
Make ur decision wisely.

practically they are all the same, nothing changes bro. DM’s are most toxic people around. if you skip your manager, you will face lot of issues

Welcome to corporate world !! Where nothing would be fair for everyone. There would always be some people who will feel that they got the wrong end of the stick. But unfortunately unless you have documented proofs you cannot do much to change it.
