If you are DSE, it impacts your rating , try to pitch in to the project, make sure you are billable.is your alcon code showing as BUF** ?, if yes, then , Definitely you get ME rating this year.

Dont worry its very common, see it from a different perspective and keep on learning new tech and be interview ready so after sometime u can easily switch for a higher payscale
