My Manager is not ready to take call and saying talk to HR?

What should I do?

I asked my manager to get transferred to noida DC. I've given the reason for my mother's health issue. She said she will give my name to DC head, it's been 6 months whenever I ask for the update, she is saying my name is in list, DC head will take care. Meanwhile my colleague who got released from the project and found project of noida DC, she got the transfer immediately. My manager and I'm in same DC, so I think she'll not let me go to another DC.
