ECR, Emigration Check Required, is based on your education, not ratings. It's a system to protect the uneducated from exploitation. "Padhega India, tabhi to badhega India", right? What's your take on this?

My query is those who are eligible for the ECR they will receive a hike of 12% and that is based on ratings or everyone is eligible for it..?
