Mail to the reporting manager's manager and unit head, mark HR in cc.
Your managers KRA may be different than your understanding . Try speaking to him over chai. Empathy helps in sorting such gaps. Always remember grass looks greener on the other side.
Manager is not performing well?? I hope you are superior to him?
Looks ,its not about superior or inferior. But he/she must aware the employee Competency matrix and assign tasks accordingly. While the manager he/her self has a profile at architect level and yet throughing the tasks to his colleagues out of their scope.
This is were we are lacking the confidence. It might help in career building but yet at a certain point it will remain as a stress point
