Mostly you can apply , for me internally only group manager did it . Many are doing in that way only . But if you open any ijp it will show your eligibility accordingly you can apply and also join any ijp meeting they used to give all information about apply and all

i heard somewhere if i am on a project role i cant apply for IJP

In the selected mail itself written that effective from july 1

In my mail it's written like this
"Congratulations _________ release date will be dd/mm/yyyy."

Apart from this, there is no mention of any date or month anywhere in the mail..
