Trending @Infosys; DSE L0 to L1 promotion

Does anyone know about this promotion thing for DSE it's been 4 yrs I'm in same Dse L0, I have completed learning path have DQ score in billable also only problem my billing rate is less than threshold it's because of client's budget issues but my colleagues who have less billing than threshold who is working in same account as me they got exceptions for promotion but these ppl are from different unit I'm from DX I have taken exception from manager, Delivery manager but HR is telling exceptions are not there then how come other units ppl got exceptions.
