Effective Nov. 1st, according to the last townhall.

This can mean:

1. Hike letters get rolled out by 4th week of November and hike will reflect in November payroll.
2. Hike letters will be rolled out at a later date (say, Jan or Feb) but your payslip for that month will have arrears from the month of November
