People who are on maternity leave might be on bench code as they don't part of any project. I don't think people do have a chance to get promotion if they are on bench code. I could be wrong.

Promotion is not guaranteed in private companies after completing fixed number of years like in government jobs. Depends on performance rating.

Maternity leave shouldn't affect promotion eligibility, it's a right. But, always good to check specific policies with HR just to be sure.
