Trending @Infosys; Counter offer negotiation with infosys.

I got an offer at other organisation for 13LPA(40% hike from my current ctc) , and I have put my papers, but hr didn't connect with me yet, now for some other reasons I am expecting a counter offer from infy, whom should I inform and how to communicate further on this matter.
