So i need to go to a dc for a week, my manager would not approve the accommodation, can i approve my own accommodation, and will it cost me?

Just book it the previous Day EOD and go,

it gets automatically to your approval,but you have to pay per day 1500 and its allowed on weekend only.otherwise it will require manager approval
