Is there any written company policy that I can’t resign during PIP
I asked this to hr and she said this will be considered as termination

Bhai, Teri HR manipulate kar rahi hai tumhe.
-pip clear nahi kiya toh experience letter pe termination milega -pip me resign nahi kar sakte

I assume you don't had PIP discussion yet. But as per PIP policy you can resign I guess
You can do it anytime or anywhere. Irrespective of the policies, if the organisation denies your resignation then you are called as bonded slave not an employee any more. Move on with your resignation.
Yes you can resign during PIP as I discussed with HR help desk and check in infyme your last date of separation.
