Trending @Infosys; Can I directly talk to my client manager about my project release?

I am working as a Lead engineer in Infosys. I am currently serving my notice period as I got an offer from some other IT firm. I have been working on the current project for more than 3 years. Everyday I am pushing my manager to get me released from this current project as there is no growth in this project. I am ready to serve my notice period. I want to work on Microservices and cloud based technologies but I am not getting that opportunity in this project. Because of that, I feel that I am far behind the IT technologies. Every time I ask my manager about the project release, My manager says "Early release is not possible in Infosys. As per Infosys policy You have to serve the notice period by working in this project till LWD".

Can I directly talk to my client manager about the project release?
