My DSE learning journey is marked as 100%. However, my billing rate hasn’t consistently met expectations due to project constraints.

I wanted to understand from others who’ve been through this — can billing rate alone impact or delay promotion to DSE L2, even if the learning journey and skill requirements are fully completed?
