Trending @HCL; My annual rating is 7.5. But my manager is telling that I will get PIP and he told that it just depends on a mail that he can send. True?

PIP depends on your performance, why are you asking for trouble. Ask for feedback and work on it

I got 9+ rating 3 years straight...yet I was not given a promotion, I was told my performance is not good .. I wrote an email to HR, if possible move me to bench, so that I can find another project... HR told that 9-8 rating cannot be moved to the bench ...

Maybe slapping the manager is the only way to move to the bench lol

Technically no , you can loop Your lob HR and write email . until below 5 rating is there, they should not be putting on PIP
