Trending @HCL; Can I claim pre-approved amount of tpt (transport token) if ..?

Can I claim pre-approved amount of tpt (transport token) if cab is not available in HCL transport though I am working from home due to it? Doesn't it feel unethical. What does hcltech policy says.

If cab is not provided, call transport and ask them for tpt. Once generated search 'transport' in myhcl and Add claim, select the token and claim the bill of Uber. Once approved search 'SAP concur' in myhcl and manage expense, generate report, fill in details add recipe and submit
