Trending @HCL; Am I underpaid for 11+ years of experience?

I have 11.6 YOE as mainframe developer. Been 3 years in HCL now(YOJ-2021) and my salary increased just 48 rupees in the last 2 years('22 & '23).

My package on joining was 21LPA (19.32 fixed + 1.68 variable).

Am I underpaid? Also I'm in Technical Lead role. Should it be Senior Tech Lead or something above that when I joined at 8+ YOE?
