Is RTO mandatory for everyone? Even for the Internal projects ( non-billable)? Has anyone faced any consequences for not returning to office?

In my project, they are deciding 2 days (Tuesday and Thursday) of their choice and gave me a choice to decide the 3rd day.. So I think CTS is very serious about RTO
