Trending @Cognizant; Release Policy has changed?

I would like to seek clarification regarding the project release policy. Previously, the eligibility for release was set at 18 months. However, I was recently informed that, due to a policy change, associates minus category cannot be released. Could anyone please confirm if there has been an official update to this policy or they are just manipulating?
