Trending @Cognizant; Regarding PA ->A Promotion

My DOJ is June 2022. Tenure At Level is 31 months. The utilization threshold is 74.7%. YER 2023 is 3 and YER 2024 is 2. (I got 2 ratings because I couldn't comply with the RTO due to my father's bypass surgery. So I took WFH for 4 months(Oct, Nov, Dec 2024 and Jan 2025). Performance wise there was no down grade, but since the focus was on RTO compliance I was not able to comply due to my critical situation.)

Am I eligible for the promotion? Is there a chance to get a promotion after 3 years of my completion if this June comes?
