What they mean by effective jan 1, 2025. It's already march, will we getting associate salary in March for Jan and Feb also( incremental salary) Can someone please explain?

I am a PA joined in Oct 2022, first of all am i eligible for promotion. I have 3 ratings in both years in CIS domain. I have never been to office a single day. Since working remotely help me in saving a lot and I'm not sure if I can work from office unless I have enough salary. What are the chances they not going to promote me and they are going to terminate me as I'm not following RTO policy.
