Trending @Cognizant; Promotion not happened due to 2 rating ?

Previous year I got 2 rating but I have been in project for almost 1.5 years and have also started working . I have completed 2 years in sept .

I asked my HM for promotion he told he will check he is also telling there is some criteria to spend some time in a particular role like PA.

I see everyone is getting promoted to associate those who have completed 2 years in sept. But I didn't dnt got promoted. What could be the reason ? Is it 2 rating . If yes then if I get good rating this year can I expect promotion in first quarter . In which quarter promotion happens ? Will it get dragged on to last quarter in 2025 ?
