Trending @Cognizant; Promotion from SA to Architect.

I am working as SA in same project since last 2.5 years. Got 3 rating always despite of very good feedback from manager. I did ask my manager for promotion and he replied saying that he doesn’t know how to initiate promotion process. Not sure what to do now.
