Trending @Cognizant; Promotion from PA to A

Hello Folks, I will complete 30 months on 30th nov 2024. I from CIS domain got 4 star rating in last year. Have 100% utilization, 100 billable from last 2.5 years in BFSI project. Following RTO almost 80%. Will I get promotion in the December or Not ? As my HCM said I have to complete 30 months then only He is able to nominate me. Can anyone please suggest ??
