Trending @Cognizant; PA to A Promotion/ role change

Hi guys, I hope everyone is doing well, I want to know something related to promotions, i joined CTS as a full time employee on July 19 2022, for the first one year we were on the bench doing nothing, then moved to another service line then they told us they'll deploy us in project as non billable for a time until acct approve the billability.. till now I am working as non billable resource only, I also completed two years now If am not wrong, for past two years got 3 rating only. So my question is how long can I be on the bench as a non billable ?, why is everyone getting a role change, not me ? Is my HM taking advantage of me ? what should I do ?
